In his speech, Gou said that SASAC resolutely implements President Xi Jinping's important remarks on the development of Hong Kong, and thoroughly and accurately implements the "one country, two systems" principle, promoting the central state-owned enterprises (SOEs) to continuously strengthen exchanges and cooperation with Hong Kong in various sectors. The collaboration has yielded fruitful results in the Belt and Road cooperation.

Looking ahead, Gou said that the central SOEs are ready to work closely with all circles of Hong Kong to deeply explore cooperation opportunities, identify common interests, and discuss strategies for the high-quality development of the Belt and Road. Gou also emphasized intensified cooperation in such areas as technological innovation, basic research, and the development of emerging industries to jointly build a high-level innovation and technology ecosystem. Furthermore, he highlighted the unique advantages of Hong Kong, including its extensive international connections and well-developed professional services, which can be leveraged to jointly explore and seize cooperation opportunities in the global arena.

The summit was co-hosted by the Government of the Hong Kong Special Administrative Region (HKSAR) and the Hong Kong Trade Development Council, with the participation of 36 central SOEs, who shared their insights at relevant sessions. Prior to the meeting, Gou, along with other senior officials from the central SOEs, held talks with HKSAR Chief Executive John Lee Ka-chiu, to exchange views on deepening cooperation between the central SOEs and Hong Kong.
