On the northwest side of the Olympic Park in the oilfield city of Daqing, Northeast China's Heilongjiang Province, there is a 15-storey building, which was the first prefecture-level smart city operation center in Northeast China and serves as the digital Daqing center - a dynamic engine of the city to achieve smart management and digital transformation.
Just like many resource-based cities in China, Daqing has been venturing down the path to build itself into a world famous resource transformation and innovation city, and has emerged as one of China's cities of digital-industrial integration and a leading high-quality development city in Heilongjiang.
As the main construction force of the "Digital Daqing", China United Network Communications Group Co., Ltd. (China Unicom) aims to build the "Digital Daqing" project into a landmark project that makes Daqing's city management more intelligent, government decision-making more precise and scientific and public services more convenient.

"Digital Daqing" energizes construction of e-government
The "Digital Daqing" is a project that has been jointly carried out by China Unicom and the local government of Heilongjiang and Daqing since January 2022.
Focusing on digital city governance and the development of the digital industry, the project aims to improve the digital level of urban management, social security, traffic control and emergency command.
According to the relevant responsible person, "Digital Daqing" will govern the city based on its core computing power, database, network and other digital technologies.

"Joint command" builds an urban security line
The "Digital Daqing" project is a digital and intelligent solution to the new-type city explored by Daqing, and provides an outstanding demonstration of China's smart city construction, management and operation. China Unicom provides full-process, full-time and full-life circle operation services to build the "main field" of Daqing's digital economic development.
The project's joint command section adopts an information-based system that provides the city's emergency communication network, business application system, basic hardware facilities and operations guaranteed by China Unicom, which is also northeast China's first and national leading prefecture-level multi-level joint emergency command system.
Digital Daqing provides better hotline services
Situated on the second floor of the Digital Daqing Center, the 12345 government affairs service center is a platform and bridge for the three million citizens of Daqing to communicate with the government, with online and onsite services operating 24/7.
Supported by China Unicom, the 12345 government affairs service center can achieve the efficient connection of hotline reception and relevant affairs handling.

Nowadays, the Digital Daqing Center has become a demonstration of smart city in Northeast China. The "Digital Daqing" project has been continuously updating, giving new energy to Daqing's intelligent management and digital transformation. "The digital economy has been comprehensively involved in Daqing's industrial development, such as in smart government affairs, smart oilfields and smart agriculture," said a responsible person of a China Unicom branch in Daqing.
