Zhao noted that in the process of national reform and opening-up in the new era, Hong Kong can play an irreplaceable and important role by virtue of its position as an international financial, shipping and trade center, developed financial market, advanced risk management level and preferential tax policies. It is well-positioned to create a good environment and to explore more potential for Chinese central SOEs' market-oriented reform, high-level opening-up and high-quality growth.

She hoped that the central SOEs will further strengthen strategic cooperation with all walks of life in Hong Kong, build Belt and Road projects with demonstrative effects, further promote cooperation and integration, and create a better Guangdong-Hong Kong-Macao Greater Bay area.

She also called for efforts to further adhere to win-win cooperation, consolidate Hong Kong's status as an international financial, trade and shipping center, build world class enterprises with global competitiveness, and contribute more towards mutual benefit to better serve the Belt and Road Initiative.
